Which Minnesota Properties Can Apply?

The starting point is your electric utility account. Preliminary terms identify eligible applicants as non-residential Xcel Energy electric customers in Minnesota, with the installation address receiving electricity on a commercial rate.

Potential projects include charging at:

  • Apartments, condominiums, and other qualifying multifamily properties.
  • Offices, workplaces, retail centers, and hotels.
  • Fleet facilities and other commercial sites.
  • Publicly accessible fast-charging locations.

An Xcel natural gas account alone does not establish eligibility. Individual residential accounts also should not be assumed eligible under this commercial program.

How Much Could Xcel’s Minnesota EV Charging Rebates Cover?

The preliminary program separates funding into two categories:

Electrical infrastructure: The panels, conduit, wiring, and eligible construction work that bring power to the chargers.

Charging equipment: The charger and eligible mounting and final-connection work. This additional funding applies to specified uses, including multifamily Level 2 and public DC fast charging.

What Will Your Property Pay After Rebates?

For qualifying projects, Xcel rebates could cover up to 100% of eligible installation costs, excluding applicable taxes and shipping.

Coverage depends on your project type, location, and scope. Electrical infrastructure and charger equipment have separate eligibility requirements and per-port allowances, so costs above those limits and other ineligible expenses remain the customer’s responsibility.

Can the Program Help Replace Existing EV Chargers?

Already have stations that are unreliable, unsupported, or difficult to manage? Preliminary information indicates that replacement projects may also qualify, including eligible new hardware and the labor needed to install it.

Replacement funding will not cover the entire project. Existing infrastructure, charger type, and the applicable equipment-rebate category will impact net costs.

1. Review the Property and Prepare the Scope

Confirm the electric account, parking layout, available power, charger needs, and potential funding tier. Resound develops the proposed installation and application documentation.

2. Submit the Application and Obtain a Reservation

Under the preliminary process, the customer completes Xcel’s initial intake, and Resound can assist with the detailed application. Approval depends on program requirements, application completeness, scoring, and available funding.

A rebate reservation does not reserve utility capacity. Any needed service work must be coordinated separately.

3. Install, Activate, and Complete Rebate Closeout

After the required approvals, complete installation and commissioning within the reservation period. Final invoices, permits, inspection records, equipment details, and site photos support the rebate payment request.
